Elena Ursu is an independent consultant specializing in fostering collaboration between governments and the international development sector. Her focus lies in ensuring the delivery of aid and support aligns with human rights and humanitarian law and places the protection of civilians at their centre.
Over the past eight years, Elena has worked in Central and West Africa, Central Asia, Eastern Europe, and Latin America. Her roles have involved coordinating humanitarian efforts alongside UN agencies, NGOs, and governmental bodies. As part of this, she has enhanced dialogue with military and law enforcement entities, advancing civil-military coordination.
Currently, Elena provides consultancy services to governments, donor agencies and international organisations. Her work encompasses policy development, research, and training initiatives. Through these endeavours, she aims to bolster strategic and operational effectiveness, inform decision-making processes, and fortify civilian protection measures.
